Never gonna happen unless SE, for some reason, decides it's a good idea to completely rebuild the entire game world from the ground up (again) to incorporate flying mounts.

The only kind of flying mount we'll ever get is something akin to the current Ahriman mount; something that technically flies, but you don't get to change your elevation.

Flying mounts were confirmed for expansion. Devs had a choice between sea and sky, they chose sky.

Yoshida actually clarified that this did not mean flying mounts, necessarily. Just that the expansion would mean sky zones and that there were many ways that they might accomplish this. Personal flying mounts were never really what they meant to imply.

One word:

Airships.

We will be able to craft them in FC housing, so pretty safe to say they will be the "flyable mounts" to be used to access (probably) certain zones. Maybe fly around inthe clouds as not much to see, so not much stress on the platforms (PC, PS3/4)

Or it could be an instanced based travel system where you simply select a destination and roam around a flying contraption doing various mini-games while the game controls the flying.
