    Sadly the hood/sleeves on the Gryphonskin Tunic is forever puke green.

    You can only dye the "shirt part" and as far as I know none of the tunics has a black sleeve/hood area.

    The tunic looks similar to the one the Bowlord uses at the Gods' Quiver (Gridania). It may just be an NPC-specific set as there are a lot of them in the world that we, the players, don't have access to. Hopefully at some point in the future we will be allowed to dye difference parts of each piece of gear to at least come close to replicating these sets with existing stuff.
