Yeah, it's true and I even got some myself but they can be sold so they're not truly achievements like they do for many things in the game. ^^
Actually, I was wondering why the legendary fishes achievements didn't have at least a title attached to them.
But the swimsuits are a nice addition though.

Update # 10 - Toramafish, Oakwood fishing spot of Upper La Noscea using a Spinnerbait to Common Sculpin (HQ). It was caught during Overcast weather between 1700 - 1800.

Update # 11 - Shark Tuna, Costa del Sol fishing spot of Eastern La Noscea using a Spoon Worm to Fullmoon Sardine (HQ) mooch. It was caught during Clear weather at 8:15 pm, with a Gathering Rate of 367.

Update # 12 - Bombardfish, North Bloodshore fishing spot of Eastern La Noscea using a Herring Ball. It was caught during Clear weather at 11:32 am, with a Gathering rate of 337.

Before 2.3 there were no use for them. Now they can be used in culinary desynth and some swimwears are coming from it so there's a point selling them on Market Boards or desynthing them yourself if you're high enough. You can also get Clear Demi Materia by desynthing them, no purpose but can be sold for more gil than fishes to npc.
