This is how our raid group does it, but I think your way was fair as long as it's agreed on before the run. When my static was still running, the rule for PUGs was the same as ours :
1) pick a main (not forced to be your playing job)
2) pick an alt solution
3) if the loot is your main, everyone else (who hasn't main'ed it) pass. If it's your alt, you're only allowed to lot if noone main'ed it
4) unclaimed items are FFA
You can't expect a pug to follow loot rules. People who aren't part of the static have no obligation. That's why you try to avoid pugging if all possible.
Exception is if they agree beforehand. If you set loot rules and they agree then they are obligated to obey them. But personally, I would never join a group if they told me I wasn't allowed to roll on stuff.

Whenever I pick up a random, my loot rules usually go like this:
Roll need on the job you're playing on. Take whatever you like on the job you're playing. You earned it.
Tome is yours if you want it, there's your freebie for joining us.
Oil/Sand is reserved. Sorry, but this is a FC static, and we like to progress inside our own group of players. If you don't like it, don't join, but the way I see it, you're basically guaranteed a free win.
Short, sweet and simple. However, I always take randoms with a grain of salt, because you can never trust them to actually follow the guidelines you set. So I generally like to grab friends over randoms.

Best thing to do when having pug and what i would do is take whatever you like on the job they be going as. Unless someone in our raid need the tome it's free for them to need. The Oil/Sand would be raid members only we need it for progress for turn 9 and if we allow a pug to have it then it be longer before we can upgrade our items.
