Because it's a temp fix to keep win-traders (or possibly legit PvP'ers) from steam rolling people who are new to PvP with Frontlines coming out.
Once people like me who haven't gotten involved with PvP start earning some marks and get a little bit of PvP gear they'll remove the restrictions. But for now it's to balance it out, because if they didn't the amount of rage on the forums from new people getting into Frontlines and being decimated every single time would be intense. It would become another part of the game played by only a very small % of the population.

However, the way it's written seems to imply that someone in i70 PvP gear will still have morale, and thus roll over any other guy in i80 synced gear. That's just stupid and I really hope it's an error in translation
