Counter Attack towards RMT ^^

Small step in the right direction but I think it needs to be improved bit more. Dont think 1sec is enough to stop those rmt ads. I think there should be a /tell lock depending on how many tells get sent out after a period of time. Like 20/30 tells in 1min.
