You forgot to bold what you seem to be missing, which is "while item level sync is in effect". i70 < i80, and therefore will not be sync'd down to i80. You see the confusion here?

True, the phrase "while item level sync is in effect" can be read as "while in effect on the player," but the context of the section seems to imply "while in effect in the duty" and that loss of Materia bonuses and Morale parameter are not considered part of the item level syncing effect.
