The item level sync system has been added.
When undertaking a duty utilizing item level sync, the item level of any gear exceeding the maximum item level will be adjusted accordingly. Unlike character level sync, however, gear parameters will not be subject to further reduction beyond that brought about by the item level decrease.
In order to ensure participants are evenly matched, materia bonuses, as well as the Morale parameter, will be ignored while item level sync is in effect.
* Restrictions will not apply to the use of player actions or traits.
As of patch 2.3, item level sync will be applied to the following PvP instances:
The Wolves' Den (Matched, IL 80) / The Wolves' Den (Light Party, IL 80) / The Carteneau Flats: Borderland Ruins (IL 80)
True, the phrase "while item level sync is in effect" can be read as "while in effect on the player," but the context of the section seems to imply "while in effect in the duty" and that loss of Materia bonuses and Morale parameter are not considered part of the item level syncing effect.

Good...so if I am not in item level sync, my full Warwolf set is basically best in slot for Frontlines then? No. I was saying that Morale is likely completely out of the picture. BiS for Wolf's Den i80 and Frontlines will likely be i80+ PvE gear.
