Except that you will only get the penalty if you are doing the duty roulette. SE doesn't want you to influence what dungeon you'll get by exiting and re-entering, when it's supposed to be random.Even still they should not dictate to a fully pre made party that they have to wait 10 min. While Bray can certainly be done in full in 12-14 min easy some want to farm the first two and that's the choice they made when they put the party together, this should only apply to a group that uses DF to fill spots and not fully formed groups.

Basically, this is a fix to stop people bypassing the entire meaning of roulette to get the dungeon they want. Like if that premade of four queues hard roulette and gets Pharos Sirius, They leave instantly and join till they get Wanderer's Place.

If you have a premade of four and queue Brayflox hard (or any other instance for the matter), then leave before 10 minutes are up, you won't be affected by the change. There will also be no difference to any group of 3 (or less) that get a final member through DF. That group will still get deserters penalty for the first person that leaves.

Why not? Together you decide to abandon the dungeon and you should have to pay the price for leaving. This isn't about how quick this dungeon can be done, it's about the penalty for leaving a dungeon in progress, regardless of you being premade or not.
That's true, but I still don't think that's a good reason to be able to bypass the rest of the dungeon because "you don't want to do it".

Seems I have to rephrase again to make some people understand.
Right now,
A premade of 4 joining a 4 man instance or a premade of 8 joining an 8 man instance can leave at any time without penalty.
However, when they allowed premades for hard and expert roulette, people abused it by leaving and rejoining till they got a dungeon they wanted. Which totally goes over the point of a roulette.
Now, with the change, they won't be able to abuse it.
Who won't be affected by the change?
1) Non full premades - This group of people are already affected by the penalty hence they could not abuse this system.
2)a full premade queuing any instance besides expert/hard roulette (note the roulette part. queuing for any expert or hard dungeon directly isn't the same as queuing roulette)
