So... No Ixal Dailies? There camp has been up in North Shroud since the last update, figured we'd be getting them this update...

Yoshi said in the Live Letter that the Ixali are scheduled for 2.35. Their system is a little different than the others. I also don't think that North Shroud spawn area is going to be the camp. Possible of course but it would break with the all the other beastman dailies where the camp is in the same zone as the Beastman Stronghold. Having to zone to run your dailies or constantly tele to Dragonhead would get annoying.

Regarding the tome rewards are they essentially nerfing the instance completion reward and spreading the lost Soldiery tomes out as boss rewards?

I think it's more likely they're just spreading the myth across all three bosses. The nerf is to coincide with moving them to the HM roulette.

They Nerf'd the Soldiery Rewards from the Old HM Dungeons since Hull-Breaker and the two new HMs are out.

Has their been any confirmation that Ifrit EX, Garuda EX & Moogle EX will be dropping i95 weapons?
The following items are in the new items list which kinda gives us a clue...

Thunderstrike Gladiator's Arm Item Level: 100 / Equipment Level: 50
Inferno Blade Gladiator's Arm Item Level: 95 / Equipment Level: 50
Gaze of the Vortex Gladiator's Arm Item Level: 95 / Equipment Level: 50
Morbid Moggle Mogblade Gladiator's Arm Item Level: 95 / Equipment Level: 50

There's a set of these for each class - it kinda makes sense considering the current jewellery drops from the EX primals are pretty much useless now.
