What I do is:

Outmaneuver: Use before engage, to get me some quick TP
Provoke: Start with it, do it once cool off
Heavy Slash, Heavy Stab: Spam once they cool off
Phalanx II: Use everytime i blocked the attack, but yes, doesn't seems to work on orge
Disorient II: Fill in when slash/stab is on CD.
Taunt II: Kinda saving it when the mob seems to move away.

Thats kinda my "normal cycle" of building hate, kinda gave up on Sentinel cuz i always have something else to do to build hate. However, i also do this:

Second Wind II: once i have TP and get hit
Cure III: when Second wind is on CD. I can only use it for 4 times due to crazy MP cost. Too busy to use steal MP skills.
Accomplice** :Kinda a big different maker especially to mages. Use it on my main healer once it cools off.

Well, I can build up some hate. But, once my hp goes down after the first min or so(i'll have low mp left). The main healer gotta stop healing after 3-4 Cure due to hate problem. Other healers will pick it up.... but if there's a crazy big hit from the mob, the main healer might have to decide to cast a clinical heal on me. BOOM... good luck!

Not trying to troll the game design or whoever... but... I think some works gotta be done to make it a "balanced battle system"
