I try to commend the level appropriate players or new players who don't already have a level 50 if they perform their duties properly.
Otherwise I commend the most helpful player (harder content) who takes the newcomers under their wing.
I commend Tankers, and friendly party members that still take the time and explain a dungeon or a fight. Those ppl need to be rewarded with more than just commendations.![]()
If everyone plays well, I always comm the healer. (unless I am the healer, then I will comm the tank)
If the healer is meh and the tank is good, I will comm the tank. (unless I am the tank, then I will comm the dps)
If dps plays well and both the healer and tank play meh, then I will comm the dps.

I usually don't unless I just happen to get grouped up with someone I know randomly or their glamour is cute.
Unless the group as a whole just really annoys me, I always toss a commend to someone.
Usually a DPS.
I notice people seem to toss commends to healers and tanks just by default - as if the two easiest roles in the game needed a special gold-star just for showing up... (I have mained tanks and healers in MMOs since 2005 - and yeah, there's not a single MMO out there where the hardest tank or healer to play isn't easier than the average DPS, even here where part of the task is to also maximize DPS, the rotations for that are even easier than a redmage).
If I can find a leaf, and they played even up to "OK" they're the likely target of my commendation. Especially if they did something to show a good attitude.
- otherwise it tends to be somewhat random through I tend to disfavor giving it to a redmage or a samurai as those two are super-easy...
I only give it to a tank or healer if they do something unusually good or show a particularly helpful attitude or are the only green-leaf in the group.

I commend to skill. I don't mean perfection(we all make mistakes, I've made my fair share), but being able to do your rotations correctly, rotate combo on keeping hate, etc. I get bored so I'll sometimes just start watching diff dps classes and see if they are doing correct rotation. If so, commendation.
I will never give a commendation just b/c someone said hi or cracked a joke.
I commend people that have good character names.
If I notice someone doing a good job (usually it'll be a healer since I'm tanking most of the time in solo DF stuff) I'll give 'em a commendation.
If there's another Lalafell in the party, they get special consideration.
