If everyone plays well, I always comm the healer. (unless I am the healer, then I will comm the tank)
If the healer is meh and the tank is good, I will comm the tank. (unless I am the tank, then I will comm the dps)
If dps plays well and both the healer and tank play meh, then I will comm the dps.

are they not a dps? coms for anyone but dps.
Usually I will give mine to whichever DPS stood out to me the most, because as a dedicated DPS I know how underappreciated we are, especially those who play their job well. Though I will give it to a healer if people keep eating it and they have to work extra hard to get us through the fight. Sometimes I will give it to someone simply because they are friendly or funny.

I'm usually healer, so I tend to comm casters that give me mana shift, or mch/bard that use refresh.
If neither applies, I give it to tanks that don't annoy me.
If the tank annoyed me, it goes to the dps that made me smile. Either by being in a silly glam/having a funny name/or just making a joke.
If there's no funny dps, I shrug and give it to no one.
For 8 mans, the co-healer gets it. Unless they were inexcusably awful. In that case, it follows the first set of rules.
As a tank, I give it to healers. No ifs, buts, or maybes. (I always give them the benefit of the doubt, which probably isn't always good)
As a dps, I'll give it to a dps who buffs me up, otherwise it goes to the healer.
Of course, these aren't ironclad rules.
I usually commend whoever is friendly and did a good job. Also, if they are willing to accept advice if they seem to be struggling.
If there are people who do all of the above in one group, if the good player did an exceptional job, like they saved us from death, manashift when needed, stuns when needed etc, they get it. If not, I give it to the friendliest player, the one who says hello, communicates, says good job, goodbye etc. I had a tank the other day who was new, and in their hello they added "I'm new to tanking so please bare with me, if you have any advice on how I can do better please let me know." They instantly got my comm for that run. (In case you were wondering, they were actually amazing.)
If I have a run where no one says hello, everyone does their job ok and whatever, then I don't usually rush to comm. If everyone doesn't leave within 2 seconds of the dungeon ending, I'll give it to the tank usually. (I'm healer.) Or whoever is left.
If I have a run where everyone is an ass (rare) of course, no one gets it.
