For me it's usually a mix :
* Did they use proper cooldowns?
* Are they talkative/communicative? I hate silent runs
* Are they friendly?
* Are they open for feedback?
Asshats, insults, elitist behavior is immediately a no-comm from me.

When a run gone smooth, I expect dps commend each other, and tank-healer the same, that's fair.
If the run ended with problems, will commend who tried/succeed to overcome them in a constructive way.
On roulettes will not play the minmax game so I won't judge tanks that won't switch to dps stance on boss, or dps not optimal but sufficient.
I DF a lot, and I'm not stingy with commends haha. If I have the opportunity at the end of a run and haven't been horribly offended by the contenders, I prefer to do it. Would be easier to say what would put me off commending.
People who are kind and make me laugh, I commend. People who do amazing jobs in their roles. People who are inclusive, or at least don't exclude. People who are good teachers. People who bring fun to the game for me. Newbies who are clearly trying hard.
Dragoons who link.
I commend all roles, but don't necessarily expect to get noticed as DPS. Some of the moments I got most :> about involved getting three commends from strangers in DF.

Still being there when I have the opportunity to click on a name, mainly.
Its a mix between gameplay and personality for me. Most of the time players only speak when things go wrong, so I judge them on their gameplay. While its easy to see this on Healers and Tanks, with DPS I am having harder time to judge them.
I give my commend to whoever is cutest. Like if I'm tanking and the healer is doing really good, that's great, but if the dps is cute they're getting the commend. I have a weakness for pink haired cat boys I'll admit.
I have a very simple rule for commendations. This is assuming it's just a standard run with no major issues.
1. If I'm the tank I commend the healer.
2. If I'm the healer I commend the tank.
3. If I'm a dps I commend the other dps.
If it's 8+ players this becomes a little more confusing but I make it work.
"Did they do something that is beneficial for the group?" is my only condition. If for example some Bard is doing Peloton between pulls I'll give them the com unless there is a major stand out example like the entire party is about to wipe and the healer pulls out an LB3 heal to save everyone. Another beneficial example would be someone giving helpful tips or doing call outs for mechanics.
My brain reduces its clock speed as soon as the run is over, and then everybody leaves before I can commend anybody. It makes me feel really guilty, too.
Especially since I main DRG and still get commendations. I want to pay you baaaack!
Also, on an unrelated note....this thread is from 2014, but seems to be rather active despite the sudden revival. Does it or does it not count as necromancy at that point?
