If I'm a dps I commend the other dps, unless they were just really bad, then I choose the healer or tank depending on who I felt did better.
If I'm on my Whm then I pick the tank, unless they were bad, then I pick a dps.

I give out com easily if I am tank I give to healer, if I healer I give to tank and dps to dps. The person doesn't have to talk as long as I am not annoyed by anything they do, then they get the com.
Like I was with a SMN who did not seem to understand what bane does and they are at 50, they don't get the com so I would give to tank or healer. Then when I tank the healer will usually get the com, quite hard to mess up healing too much. Then when I heal I guess it'll have to depend, is the tank pulling too much when the party does not have the aoe power to kill everything too fast, or worse pulling big in a low lvl roulette. If the tank is losing aggro I usually don't care too much if they are way undergear compare to everyone else.
I only give commendation if a player does his/her job well and treats others with respect.
This also involves greeting the other party members and explaining things if someone is new to a dungeon.
People who try to do a speedrun although one or more party members are new or miss the equipment, will get nothing for sure.
Tanks:
- keeping aggro
- positioning
- grabbing adds
- keeping debuffs up
- checking healer MP and party HP before the next pull
Healers:
- keeping everyone alive
- dealing dmg if there's nothing to heal
- keeping buffs up and getting rid of party debuffs/dots
DDs:
- Monk positioning (I hate monks who keep standing on a position) and debuffs/dots
- Dragoon positioning and debuffs/dots
- Bards using songs when needed and debuffs/dots
- evading attacks which can be avoided
- LB at the right times
I commend based on, in this order:
a) Funny / entertaining
b) Going above and beyond (especially when I notice people doing things well in the jobs I play myself)
c) Someone who didn't make me angry during the run
d) Nobody
I usually commend based on following:
- Priority order: Tank - Healer - DD. This will change if one of them perform better than others.
- Things that detract my commend judgement: Looting need over greed for low level gears, which usually leading me to need gears I can get. That person still has chance getting my commend though. Gets worse if I greed on earlier loot that I can actually need, then others picking need, usually eliminating that person from my commend list. lol
Most of the people I have played with seem to leave at the end very quickly so who ever is left by the time I get to the commend hand out there is only one person left anyways. If I get the chance to choose, being a tank I usually give it to the healer. Unless someone really stood out and helped me out in a good way I would give it to them, but that has yet to happen.
I only have three conditions:
1) Show that they are focused
2) Don't ask for a commendation (I hate people that do that)
3) Be respectable. (SE said after all that the commendation system should be givin to the nicest players.
I try to commend the level appropriate players or new players who don't already have a level 50 if they perform their duties properly.
Otherwise I commend the most helpful player (harder content) who takes the newcomers under their wing.
I roll a 4 sided die and pick depending on that.
Since this game is all about RNG anyways.
