I think it depends. If there was a real discussion, and no one was verbally attacked or things were stolen, then it would simply become a "he said/she said". If the chat logs can prove something otherwise, then you may have a case, wouldn't hurt to try.
That still would not bring the FC back if it has been disbanded, unfortunately. Like I said before, it would still be to you to pick up the pieces and decide where you go from there.
It really depends on the circumstances. If someone disbanded the FC to get hold of the house/Items for himself, regardless of his position in his FC, we would talk about scaming. Scaming is Inappropriate Behavior by SE's ToS for the Game and can result in permanent bans. IF it can be proven by a GM via Chatlog that this was the intention of said person, then SE could take action. And no, it is not "his" FC, technically you do not even owe "your" own Character by definition of the ToS.You know why it is not stealing, in no form?
Because the old master disappeared, a new one was assigned, than a new one. This one decided he wants to lead the FC differently.
Bring this to a GM and he will say "I am sorry. But if the new FC master decided to change how his FC is now lead. I can't do anything" :-/
As far as i understood, that person did not disband the FC, but kicked out everyone kept himself. You could check via Lodestone ( no don't say the name here ), if he is still the only one or not.

disband sched. was 2014/7/04 the last active member was me and herself. although i am also trying to persuade our old members to comeback for 2.3. sadly there is no need for that anymore.
