As Seravi said, Bloodbath does not work with Fracture or any DoT skill for that matter except for the initial damage. Still, DoT does generate enmity anyway, but given the very low potency and no innate multiplier, it generates a fairly negligible amount.
Before patch 2.1 using fracture on a monk was a decent gain in DPS, but since the changes in 2.1 that changed drastically. The last thing i read about this topic (which was shortly after the patch) was that it only increases the DPS by a absolute minimal amount and isn't worth the TP cost.
This is true. After the numerous buffs we monks got fracture paled in comparison. I only use it as my last move before zerks pacification.
The only time I'll bother to use Fracture any more is if I'm trying to pump DPS with Defiance down, outside of that it seems like more of a hindrance than anything.
Once I have a solid grasp on whatever I am tanking I tend to reapply Fracture as it falls off which tends to be after every two Halone combos. The dps increase may not be large but its doesn't pay to help out where you can and maximise your teams overall dps.

Btw... I use it in t5 after each death sentence to calculate when the next is coming!
As PLD, I use it when I know it will not hurt my TP. (if I have more than 350 TP I will fit facture in my rotation.) most of the late game Boss have some type of down time between phase. (from Main Tank PoV)
Would it be worth it if you take the crit rate bonus that 5 stacks of Wrath give you? I usually try throwing it on just before Berserk or Unchained expire if I don't have a combo ready. A buffed 300 total potency attack seems worth it in those situations.
