I was tanking as my rank 27 GLA last night in the rank 25 dungeon and had no real big issues with holding hate. I lost hate three times in the hour and all three times were due to either a curaga, multiple mobs attacking at once, and another curaga. War Drum and Provoke in combination with Onion Cut and Luminous Spire seemed to keep it pretty balanced. The party line up was MNK, CON, CON, GLA.
These are the abilities I use currently on my GLA

Provoke
Guard
Aegis Boon
War Drum
Still Precision
Rampart
Cure
Sacrifice
Howling Vortex
Onion Cut
Spinstroke
Luminous Spire
I do also make sure that my weapon is my level and my gear is within 5 ranks of my level.


Disclaimer: Speaking from a couple nights of raptors as a 44/45 GLA.
Cure when possible, do decent damage when possible (I'm using buffed Barrage), spam Provoke, spam Accomplice.
Don't know if I would keep it for raid bosses, but I was using a fair bit of Featherfoot + Jarring Strike and Leg Sweep also. Stunning will give you a small window to get hate back if you're losing it.
Mostly kept hate vs all-out 48+ ARCs and LNCs. Only really lost it when timers were almost universally down.
Second Wind II is practically a must for melees and tanks now. So good.
