In a perfect world people would do exactly that. Unfortunately people just don't do it. Players argue and eventually someone gets kicks out or leaves and then makes a thread here in the forums about "This must stop!" or "People are so mean!"
If this feature were implemented, people would have a solid understanding about what everyone wants to do and then there would be no reason or excuse to fight with each other.
There are times when anonymity can help a lot in allowing an individual to express their opinions.
For example, the old, tiresome debate about cutscenes in CM or Praetorium. There are very, VERY vocal individuals who insist they should be skipped, and that everyone wants to skip them. However, on the occasions when folks have actually asked whether it's okay, I've found that there's usually one or two who demand they be skipped, and everyone else just doesn't care.
Because of that vocal minority, newer players with less experience who would like to watch them feel pressured and intimidated into keeping their mouth shut - and it's just about always newer players who want to watch, and older players who want to skip, for obvious reasons. An anonymous vote would allow them to express their opinions without drawing attention to themselves.
As for Free Companies having no need of such a feature - if your FC has never had any sort of drama, you're a lucky individual indeed, and definitely outside the norm. Drama does not indicate that a Free Company is bad or unstable or doomed; it crops up from time to time because different people have different opinions. Once again, anonymous voting will allow opinions to be expressed without drawing direct attention onto an individual. That can do a lot to defuse or prevent drama.
