Lets say they removed lockouts or at least made it 1 item per turn per week. So thats guaranteed 4 items per week, per person, and if you have turn 9 down would mean every single member of your party could get fitted out in t9 weapons in one day. Which would stop any reason to ever enter it again, in 2 weeks you would have practically "finished the game".

Lockouts are not just for longevity of content, but to limit the amount of top end gear on the shards. Not to mention run sells can affect balance, as if a certain quota of players are clearing certain content then SE side everything is fine whereas run sells skew that by allowing players through that couldn't normally clear said content. Wouldn't be surprised if that was the case with first coil and echo.
