Quest "Seer Folly"

It don´t working quest "Seer Folly" in E-sumi-Yan <Guildmaster> at New Gridania.
Quest said "This quest is not yet available (red text). I see Lv30 by Seer Folly.
I am 35 levels Conjurer but why don´t 30 level quests open "Seer Folly"

And just I have one quest "Lord of Crags" by Dungeon (Titan boss). None more Quest my Jobs quest. How I need more Quests but Where !!
I always fail dungeon and group said worst healer (as low MP as). I feel frustrating fail dungeon many times!!. Always I did trying better healer but none save folk

You also need to have 15 Arcanist to unlock WHM.

Looking at your lodestone profile, you still need to unlock Arcanist.
You can do so in Limsa at the arcanist guild. You will need to get it to 15 to unlock whm.

Also, it sounds like you have mp problems? (is that what you mean by low mp?)
Don't use cure 2 for everything, most of the time cure 1 is enough.
And don't "overheal" (don't heal when it isn't needed - This includes healing when the tank has lost just a tiny bit of hp).
