I can use PD in previous FF games even in Bravely Default but not in FFXIV, wut?
Because SMNs will cry that they're no longer the special DPS utility snowflake for swiftcast raises.
Also SE doesn't want to give RMT another hand (despite having MATERIA of all things suddenly useful for your relic) probably. On top of making "must have phoenix downs or kick" parties of possible mechanic abuse of reraising a party to get through SOME KIND OF LAME MECHANIC of some sort if any.
Blahblahblah too afraid to deal with the potency of having everyone raise... and RMT.
In short... it's a useless overworld item.
If your near the start/checkpoint. People will just ask you to restart and come back instead of a raise... since having no weakness makes you less of a liability.
Or so a PLD tells me when I asked for a raise...
Though... might be useful for Odin/Behemoth if you haven't touched him yet and find your fcmate/lsmate on the ground, now that you make me think of it.

Kind of useful in dungeons but mostly not because of the negatives of raise.
Only time I ever used my PD's was when the healer would die to the pull before Demon Wall and the tanks didn't have raise back when Demon Wall posed an issue.If your near the start/checkpoint. i had an expectorant i got from a retainer once.
someone went AFK in my static during turn 5. he was close enough to be one-shot by the lock-out wall.
i think you know where this is going...

I can see why they're not letting us use those in battle, though.... Imagine how easy the already easy 95% of the content would be if anyone could raise. Most end-game fights are short and in dungeons if you wipe it's no biggie. You revive with no weakness, use the shortcut and attempt the short boss fight again.
We are able to do that in 1.0, like I said before. And... it's not as easy as you think. If you ever fought Nael 1.0, you would know.

Re-raise will probably never exist in this game, because people would run through dungeons without fighting a single mob and keep Re-raising up.
SE does not want this to happen.
Sometimes items are just for flavor; fireworks, swimsuits, phoenix downs. I think the only reason the Phoenix Downs stick out so much as odd is because they're classically more important items, but I don't think there's anything wrong having them fulfill minor utility.
Particularly when MMOs usually turn all the old rules on their heads.

How about making them an auto reraise while you are not in group. So you could use it as a backup while soloing maps with your chocobo.
