I see one fair and realistic approach to this, and it's to keep the lock.Hardly surprising, people seem to enjoy the idea of reporting people more than they do the actual game these days. However, i'm glad you brought that up, because it brings us right back to the reason why the blanket ban is in force in the first place. Because it is impossible for SE to manage individual cases on such a large scale.
I'll say it, yet again, that there is only one fair and realistic approach to this and that is to remove the lockout altogether. It may come as a surprise to you but SE aren't all that fond of banning players altogether for petty reasons, or losing them for restrictive access (to paid content). Every ban is a lost subscription.
