Please remove the lockout for leaving instances.

If anything, I would like the punishment for leaving a duty to be drastically increased.
I loathe people that leave instances simply because of 1 or 2 wipes, or it's not what they wanted in the roulette.

If it was up to me, if you leave a duty early, you'd get a 30 minute lockout and lose ALL your roulette bonuses for that day.

Exactly this. For every one person who has an actual need to leave because of serious reasons, there are twenty other people who are instead exploiting Leave for their own favor. The Roulette bonus should be lost if you Leave during the run, imho.
