I would recommend Control IV CP III for off hand. Anything more than that and it will start costing a lot of money. You can add Craftsmanship I on after those two to finish 80 durability two stars in two steps so you can use my rotation for those if you like, or just make a new tool and add the Craftsmanship I to that, since you will still get 100% without that 4 Control.

With practise and an understanding of crafting mechanics you will have a very high HQ rate with 3 stars with just Control IV CP III on your off hand. If you're looking to just mass produce stuff instead, you can use Elesia's Macros. I use them for three star foods and they're very good, albeit not the 'best'. They'll do for mass producing foods though. You should really look to craft manually for higher success with 3 star though.
