It offers stuff that is dropped in raids (oils/sands) which are gated by weekly lockout so it has to be gated somehow.

It's not like you can't spam coil to get sands and oils, w/o getting to the next lvl, at least it worked like that the last time i did coil.
Even if i don't like them, i agree they are needed, it's the price for having a ilvl system (which i hate, but not gonna get into that), they just have to put more resources into creating more open world content so we won't notice the lockouts.

I prefer exploring the open world more than doing a dungeon. In fact, I pretty much hate dungeons and do them as little as possible and I hope Square Enix sees this.
I know my friends that I play with in regularly feel this way too. We much rather have a living breathing world focused on. One that, I think, is starting to take shape more in 2.3 and beyond. Frontlines, Hunts, Rogue class / Ninja job, other classes when expansion hits, Golden Saucer + more. They only have so many assets but I really do hope that they get to a point where they are like "Ok, let's take a step back from focusing on dungeons / raids and add more to the world and focus on that more specifically". At least for one patch...
