Because carby is the only summon that looks like it's traditional form and also has all the anesthetics of feeling like a pet.
All the other summons seem like detached blobs of polygons with no real personality.
Um what's the source of this screenshot and is this a new monster? I've never seen it in game before.

My Garuda is also uncooperative and downright stubborn.
On topic: I would also like to be able to summon carbuncle. Actually, I think I'm must tired of Garuda and would like some variety.
Titan and Ifrit get used in rare situations.
I think we're leading up to that. We need the story to reach a certain point so the roaming Primals will actually make sense. Right now they don't fit Lore. Now it'll be Lore breaking regardless to people who aren't far enough in the story but that's inevitable with an MMO.Yoshi-P and DEVs, had said on other subjects that they weren't planning on it, but did it anyways. They also sometimes go as far as to tell us why they could now and not then within interviews/live letter Q and A.
When they say no plans, I see it as " We can't atm because of X reason that they fail to mention till they can actually do it".
It works in opposite too, remember the "Roaming Primals" that they were suppose to add? It's not that they can't, it's either they abandoned the idea or something is holding them back from doing so.
I wouldn't mind a Carbuncle simply because it has Cure Abilities. which is kinda cool for Pet swap situations :3
You need the soul stone to wear that armor.
Uhm carby has no cure abilities, they have exactly the same abilities as garuda and titan, just weaker.
