What exactly is it people use to decide that something is BiS?
Highest theoretical burst damage? Highest theoretical continuous damage? Highest practical average damage?
And how much or little does it actually matter? Do current T9 clearers have full pre-T9 BiS sets in order to clear T9?
It does seem a little uneven to me that they'll allow people to start stocking up on alexandrite (through hunts at least) before getting to that part of the quest, while with the book portion I actually had to buy some myth armor, minions, etc. to prevent capping tomes before I found all of my atma. I'm not sure I'm against it. Actually I wouldn't be at all upset if they allowed players to buy multiple books, even without having an atma weapon (though completing any part of the books would be impossible at that point).
As for the secondary stats, sure max DET and CRIT would make for the best damage on the weapon completely out of context. I never understood the obsession people seem to have there. Several people already have accuracy on their weapons before the Novus stage, so they are either way above the accuracy cap or already have gear that would easily accommodate accuracy on the weapon. It's not as though it makes any difference what slot the secondary stats are on, just the cumulative total.
EDIT: obviously for some people 3 million gil is insignificant, or the time spent crafting and spiritbonding to make all the materia. To me, and many others I think, it isn't. If I suddenly had 100 million gil tomorrow I'm sure I could spend it all.

It's not stupid, it really depends on who is making. If it's not a big deal to you, then go for it. But 1% is way overstating what 11-19 secondary stats are going to contribute. It certainly doesn't make the weapon worthless (or even that much worse) if you choose the vastly cheaper option.
Also depends on what stats you're talking about. 11 is just if you're maxing one stat and not doing tier IV for any other. Like Parry/Acc (popular for tanks). If you want the popular dps setup of crit/det, that's 19 required. So we're probably talking more like 5-6 mil for all that (depending on server). Oh, and throw in RNG and you can probably tack on a mil or more on average.
Disclaimer: I don't think either way is "stupid". Whatever floats your boat.
Okay. I'll say it's stupid to go broke buying materia for a 1% increase. If you've got like 100 million then 3-5 would be chump change for you.
Seriously, if you are so entitled to spend 5 millions on each novus if you are going for more than one, go ahead and do it. But it's absolutely NOT needed. My point was that Novus only requires 2 things:
1 - Doing a daily expert roulette (+daily hunts though we still don't know how this will work).
2 - Spending gil on materia.
2.3 will make even alexandrites more available and accessible, which in turn could potentially and understandably encourage those that already have a Novus to go for another one (maybe at a slower pace) since you'll be stacking alexandrites with the daily roulette anyway and it will NOT cost you anything other than doing the silly maps.
The problem here is that there is a massive brick wall called Atma quest + 9 books which discourages even the slightest thought to go for a second Novus despite having the possibility to stack alexandrites and gather some materia with very little effort after your first novus.
