One of the Twin Adder missions talks about this. How there were a group of Ala Mhigan rebels that were killed because they were mistaken for Garlean soldiers.

I participated in this event on Rabenstre near Camp Tranquil. It was pretty exciting although I didn't receive any SP or loot. I tried to get my LS involved but no one seemed interested...
Oh my. I saw Imperial soldiers and went !!!. Now I feel a little..depressed to find out that they were rebels on our side..
Man, when this story finally gets rolling, it's going to be amazing.

Just because they give a couple of items that are +3 doesn't mean that crafters are gonna be out of business. You have got to be kidding me... SE gives out +3 gear now.
...
Well, at least it is low rank gear. But I have a really bad feeling about this.
just when I thought they introduced something cool (i.e., dynamic quests and Imperial armies), they go and ruin it (by marginalising crafters)
Its just a matter of there's a few HQ items you can get as rewards, and there's a LOAD of HQ items that can be crafted.
I hope it hasn't ruined the patch for you. Please don't feel marginalised, I would feel so upset if you were.
I just have bad feeling about this is all.
I really like they added this kind of random events around the world.
aside from company missions, there will be NPCs that will stroll around saying doomsayers about Garlean coming to attack and yes, that what you see.. .
You are 5 months behind.
Ever since they introduced the sidequest system it was obvious that normal gear could be attained from NPC's from that point onwards, and was not going to stay crafting-exclusive.
Which was worrisome indeed, until they started talking about Materia.
It's the system that gives crafters the value they lost by having NPC's hand out gear. That was obvious too.
And since it's a voluntary system (you don't "need" materia, but everyone is going to want it anyway) it's a much better trade-off to keep crafting relevant and important.
And that's the gist of it.
They can't be.
Once I teleported to Camp Horizon and stumbled right into a fight between those soldiers and the players.
They seemed strong, so I only watched, but they attacked me anyways and killed me two times in a row..
Friendly people don't do that. They clearly came to kill us all!>:O
Yay, after reading about this.. I logged into Uldah and bam, dude is crying about invasions in Horizaon, so I go.. I kill.. I win... ????... and bam profit. Good times!
