To add to this thread. Cause i have the same exact issue with Shadows and Distance Detail. I own a GTX 970 too and this issue only happens to me in heavensward maps/areas.

And i would love to repeat, this is only an issue of Heavensward for me, on ARR areas everything works as it should. This problem even plagues HW dungeons, where shadows really get weird. And this started to happen for me after 3.1 update. Hope the team is really looking into this, because sometimes, it really becomes really annoying.

I am also having this exact problem. It's most noticeable while I'm sitting inside the FC House and the shadows change position while the sun is setting/rising. I get this long diagonal shadow line directly through the center of my screen that moves slightly towards or away from the left or right side of the screen depending on whether it's sunrise or sunset.
Specs:
Windows 7 Home Premium 64-bit (6.1, Build 7601) Service Pack 1
Intel i5 4690k
NVIDIA GeForce GTX 970
8GB Ram

With the introduction of the novice hall, i finally got a clean transition from an old ARR lightining/shadow zone to a HW one.
ARR: Shadow is nice, crisp, defined, what it supposed to look like.
HW: Kill it with fire.
There isn`t even a loading screen between them now, i`ve tried everything on my GPU settings, nothing, not even SGSSAAx8 seems to have any effect. Already did a clean install of my drivers and absolutely nothing.

The reflections with DX11 seem to be displaying at like 10FPS. This happens in any zone in the game for me. Doesn't matter if it's 2.x or 3.x.
My game settings are set to maximum with DX11 on and all my drivers are up to date. My specs are GeForce GTX 980, Intel Core i7-4790K CPU @ 4.00GHz, 16GB RAM, Windows 7 Home Premium.
What i don't understand is why i don't see more people talking about this. i have looked around and can't find anything else. Do most people not noticed these graphical issues or something? Cause the moment 3.0 came out i noticed right away all these issues that weren't happening during the 2.x era.

Under DX11 shadows flicker a lot especially in HW areas. The reflections also appear to be moving like 10FPS or smth. It was like this since the introduction of this graphical feature under DX11 when 3.0 launched. Maybe all those are "performance optimizations" and "work as intended" but I believe they are bugs introduced by the implementation of DX11. Remember this game is truly made by and on DX9 and not DX11. We have been asking for more AA options without any comment about that. At this moment I think any graphical fixed or additions are far way. Seems like the dev team is focused on other things atm.
We need updates on this please =X
I have this same issue. My old 28inch hd telefunken tv runs the game without any issues on my ps4, but my new 48inch uhd hiesens uled tv has this annoying flicker when i move my character. It's so bad i can't play it on this tv. I only experience it in FFXIV and ESO. All my other games seem to be running just fine on this new tv. I tried all the fixes suggested out there on the interwebs. Adjusted my tv settings. Changed my pa4 resolution settings. Changed to standard graphics instead of max on the game. It's really upsetting cause we bought this tv for gaming on consoles now one of my favorite most played games is messing up on it to the point of being unplayable.
There are shadow settings in the FFXIV graphics settings... Shadow flickering is caused by the "shadow cascading" and "shadow softening" effects. It's always behaved this way.
