Is Second Wind not useful? I just got a spot for it, but I haven't put it through its paces.

Second Wind isn't that great, because even though the Heal is pretty big it is often wasted. Due to the fact that your healers are dumping heals on you anyways.

You will probably just overheal or cause an overheal. + a lot of times if you are trying to save it for the right moment its being wasted.

It's really not that great for tanks.
