Transpose: think about it as a cost-free Blizzard 1 that will grant you a stack of Umbral Ice GUARANTEE to recover your mana.

1/Use it when:

-You messed up your rotation and don't have enough mana to cast Blizzard 3.
-After Flare, you will have no Mana to cast Blizzard 3, use.
-When you have no time to sit still and cast B3, and in need of recover of mana, use. It is faster than cast Blizzard 3 after you stop moving.
-When there is no more mobs around for you to cast B3 and you want mana, use.

2/Don't use it when:

-You don't have any stack of Astral Fire on you.

Simple and easy !!!!

I forgot if you would have B3 at this lv or not but most likely is a no. And if that is the case, that is why people have been suggesting you to use Transpose because it is quicker and more mana efficiency than casting two B1.
