Can't meld a Gatherer's Grasp Materia III to my Boarskin Survival Belt

I can't meld a Gatherer's Grasp Materia III to my Boarskin Survival Belt.

The option to meld the Gatherer's Grasp Materia III is greyed out.
I have the Catalyst, and I am a LV50 Leatherworker.
I can meld other materia to it (But I choose not to)
There isn't a single materia melded onto it.
And, I bought the Boarskin Survival Belt off the marketboard.

Any idea why I can't meld a Gather's Grasp Materia III to the Boarskin Survival Belt?

Tier 1 = 15+
Tier 2 = 30+
Tier 3 = 45+
Tier 4 = 75+

The Tier 4 requirement is ilvl 55, I believe. Or rather, it's at least as low as ilvl 55, possibly lower.

The minimum ilvl to meld T3 materia is ilvl 45. Given materia prices, though, it makes me weep inside to know that the OP was planning to meld one to any belt less than a Raptorskin Survival Belt. ;_;
