    And carts are kinda...solid.

    Plants? yes.
    SMALL ledges? yes.
    Objects that you would have to be Kitty from X-men to pass through? Yeahhh, no.

    wouldnt it be better to remove most of the random fences rather than just the collison box?

    Indeed. The fences you can run through aren't actually blocking anything off or even look particularly stunning to be perfectly honest. They virtually serve no purpose at all in terms of gameplay or lore.
    I really do have to ask why they are even there still considering their collision detection has been taken away.

    Since every one is so into the idea of breaking the laws of the physics these days lets us not simply walk through objects and into places we weren't meant to go, but also let us swim and fly. Why not take to the air like in Second life. If an area is to hard let us just fly over it. Why not take to the water like EverQuest. If there are to many enemies lets us swim around them. Air and water would even open up new areas we cannot explore! Hidden treasures and new beasts!

    You need a bit of random clutter to help fill the world but to remove the collision boxes and not the fences themselves is odd

    Better, yes. Easier? Not really. To remove the collision detection they just comment out, or remove the few lines of code. But to edit the map would take a little bit more work.

    I doubt removal of picket fences will edit the map, we talking removal of static objects unless those statics are part of the terrain mesh then by all means it would take longer.
