PS4 tooltips?

When i have switched to PS4 i noticed no tooltips or text show up or bellow (cannot remember) near each ability. I seem to have looked everywhere, anyone know how if you can turn these on?
I just recently started healing and have no clue what ability is what

With a controller and the cross-hotbar, there's no real equivalent to a mouse/keyboard user's ability to "hover" the mouse over a hotbar skill. From the cross-hotbar, selecting a skill means using it. I think that's why it's missing the tooltips there.

From the Actions & Traits window, you use the arrow buttons to select a skill and then another button for additional actions (X to use the skill, square to set it to your hotbar). That separates out selection from use, thus allowing the selection step to show you the tooltips. I'm trying to advance all the classes, so whenever I switch to one I haven't used in a while, I have to go back to the Actions & Traits window to re-familiarize myself with what each of the skills does.

Oh i might of misworded it, i mean't the text. On PS3 underneath i believe it was or maybe overtop it had the ability name displayed were the icon was. My other lvl 50 classes i am very familiar with so no big deal but for whm me being clueless it would be nice to have the ability names displayed on the hotbar

That's not a tooltip but "Help text" and could be turned on / off in the character configuration in the Crossbar section.
