my friend can make a SE account??

Bought my friend this game via steam, told him to make an account on here, hasnt received email yet, this is about 30 mins ago, i tried to make a new account still havent gotten my email? whats going on? i need help to get him online. it isnt in his spam or anything like that either

Has he tried starting the game through Steam? Sometimes you get a window with the code. This happens when buying games for Uplay through Steam, and in games like Magicka.

it wont let him load the game since he doest have a SE account, which he can't activate cause it won't send him the activation link!! i don't know whats going on

He can create an account, but not activate the game.
