Either make the mobs non-aggressive while doing leves or increase the leves timers for those that are near aggressive mobs or place the leves in non-aggressive mob areas, whichever is better for programming costs.

JP side someone also said this but to me say in the future they release new areas but you had to go through bunch of active mobs, some parties might come up with plan to have 1 person take the leve so everyone gets leve share, and just run through the mobs since during quest with your idea will mean none of them will agro until it's out of leve instance area, or time run out.

They need to move the gathering spots to better less agro spots so it's not 100% death trap with NM and active mobs.
