Just because one spell has a delay in affect, doesn't mean they all do.
When I say tank abilities, I'm referring to things like Hallowed Ground, which goes off slightly after the move goes off. Which leads to the embarrassing situation where the move goes off, and is now cooling down, but you still die.
What you are describing is not a bug - it's how these spells work. Transpose is instant, while Flare takes a fraction of a second to actually hit, which is why you go Fire, ice, Fire. Which isn't to say it shouldn't be changed (It bugs the hell out of me too), only that this isn't the proper place for the complaint.
