Laucher Error [30413][10009][10019]

just came back to play this and go to update and install all the updates and it starts updateing then my speed drops and comes up with this, i have searched everywhere about a fix and nothing. i have tryed everything and cant seem to get it to work it would seem that its on SE end and not mine.

I have the exact same issue, for me it takes a few attempts to log in. It's been ever since the 2.8 patch, I've tried redownloading and reinstalling nothing works. And yes I know the clear the settings from "My Documents"

the min i post this i thought i try again and it seems to be downloading the update, no error as of yet and i didnt even do anything

Girlfriend said her way of avoiding it was apparently running the launcher as admin, doesn't work for me but works for her on windows 7, I'm on windows 8.1

same i'm on 8.1 and tryed everything i can update it but have to keep opening the launcher every time to download as much as i can before it cuts out

Did you copy your installation over from a previous version of windows? Eg: Windows 8, 7, xp.
Also make sure you run windows update.
I ran update last night and it seems to be fixed for me now, hopefully this helps you.
