Make it so changing GC's doesn't reset your PvP Rank

SE, please just announce whether or not FC GC Allegiance will allow us to play with FC Members or not.

So we can prepare (1) if you're gonna enforce us switching GC's to play with our friends.

So we can (2) lay this to rest.

Nothing else but this. Getting tired of community rep saying vague stuffs and the devs dodging around this subject.
