You posted just before my edit. Even in CT status, people would still fully gear out with coil in 8ish weeks. Even with your proposed lockout, then it would definitely just be ran to carry people / sell runs.You nailed it with your #2. Number 1 is easy to combat. Could use a system like CT, only limit it even more so that your one and only chance to roll on gear for the week is your first kill. After that you are locked out of rolling. Problem = solved.
But... selling runs. Yeah.
