12. so that means Immortal flames will be screwed. just look at their residential wards. Most Malestrom wards are full, Immortal Flames have maybe two wards full. (based off a quick look at Behemoth server)

The Wards do not show what FC is affiliated to what. My FC is Flames affiliated with a home in Lavender Beds. That point is invalid.
