My character does whatever it wants to do..Action Bar Bug?

I've been having this weird problem/bug since patch 1.18 is out:
Usually, I play mainly using my keyboard. So I press 1-0 to make my character use the skills I put in the slots.
Most of the time the skill I want to use is used.
But sometimes, my character just uses some totally different skill, for example when I press "3", it uses the skill I put on "8"!
That's a serious problem, because that may cancel out selfbuffs or start some skill with a reaaaally long casting time when I actually tried to heal someone close to death.
Sometimes skills I put into the action bar slots just vanish in the middle of a fight and the skill I had put into the slot previously shows up again.

Sadly, I can't say WHEN exactly it happens, because it happens randomly.
Anyone else experienced this problem?

Specify which version of Windows was in use to play the game. Also, please note if you were playing on a laptop or a desktop PC. In addition, it may help to note if you are using a wireless or wired keyboard.

ISP:
Name of ISP you use to connect to the Internet.

Type of Internet Connection:
Specify the type of connection. (dial-up, DSL, CATV, Optic Fiber, Other)

Internet Connection Speed:
Specify the speed of internet connection. (Example: 768Kbit/s, 5Mbit/s)

Date & Time:
Date and time of when the issue occurred. Please be sure to state the time zone of your region. (Example: Pacific Time = PST/PDT)

Frequency:
State how frequently the issue occurs. Please select from the following.
1.Always
2.Sometimes
3.Once (Did not reproduce)
4.Unknown

Physical Level:
Physical level of your character when the issue occurred.

Area and Coordinates:
Area and map coordinates where the issue occurred.

It may also prove to be helpful if you noted whether or not you have tried to unplug and plug your keyboard after resetting your system.
