    This is much too costly and would require a lot of extra work and effort. I think a better solution is to implementing a system which restricts the ability to send tells if you have sent X amount of tells to X amount of people in X timeframe, and even flag their account for further investigation. The system itself wouldn't be too difficult to implement and would be much less of an effort than GM's on every server monitoring for RMTs.

    The cost, time, and effort put in wouldn't be equal to the fact they can just keep creating characters and accounts. Automation of restricting and flagging would be best. Don't get me wrong, there's issues with automating, as it could pick up someone who actually isn't an RMT. But that's why they could just flag the account maybe email an alert. They will still need to review the account of course which is not automated, otherwise, any false positives could get the ban hammer.

    If there was a reporting feature attached to the, add to blacklist feature, and say that person had 3-5 or more reports against them, that could flag the GM that I mentioned above (RMT Sniper GM) to investigate that person in GM jail. After that based on how the person responds to the GM, his/her IP/account can be banned. That to me would be a pretty efficient way to go about it, and that gets that earlier hiring number down to 3 per shift, so 9 more new hires to help a problem that is pretty rampant in this game.
