I agree, in what you're saying about the economy that is one good way, that if it were to stabilize and prices start to come down, IE: (FC Plots and Houses) there wouldn't be a need for people to buy gil in the first place.
As for its easy for them to open up new accounts, well that's true in a sense, but, at what point (if there was a better system in place for reporting) does it become uneconomical for them to do that. If they block IP addresses and not just accounts that is.
