It's intentional actually. The point of Roulette is to get people into those instances to help the people who need them. High and Expert aren't really required to be done at all, so it's not as big of a deal to allow full groups to queue as a group.
Well how are you going to distinguish the afklers that watch the cutscenes from the new players that watch the cutscenes?
If you watch all the cutscenes in Prae then you are pretty much afk from before first boss to endboss. Never fighting a single boss when the group goes on without you.

Out of curiosity I just timed the cs's from both. Not counting the final cs from CM (because you don't have to wait around for people to watch those), the total time is 7:04 not skipping any of Livia's or Cid's dialogue. Prae on the other hand is a whole other kettle of fish. I'm surprised Cid doesn't tell you how to wipe your butt in those cs's. Total time, ignoring the last scene, and allowing the voice actors to deliver their oscar worthy performances... 23:38. So while your estimate of CM is very exaggerated, you were surprisingly close to the mark with Prae. Though, you could probably knock off around 8 minutes if you read the text instead of sitting through the series of dramatic monologues lol.Castrum is almost 15 minutes. Praetorium is almost 30 minutes.
Think what you want. But as long as Square wants to get the boring dungeons full and don't keep new players waiting to long, they will always be required to skip the cutscenes or miss the fights. It is as simple as that.

Because obviously new players wont sit in the cut-scenes for obscene periods of time. And you've seen it because people want to rush to their bonus, which is their choice ( a selfish one but their's nonetheless). Usually they watch the scenes as intended and then the next time fight the bosses. DF has no restrictions, no expectations. The more they incentivize it, the more people will try and find the most efficient way to get it over with.
edit: gil? sb? idk. Still, forcefeeding cs's to someone who doesnt want them is just as bad as threatening to kick someone for watching them.

Since when does the "Duty Roulette: Main Scenario's" give out 200 Myth? Last I checked it only dropped 80 Myth for the Roulette, and 20 for the Dungeon itself for a grand whopping total of 100 Myth. It USED TO drop 200 Philosophy Tomestones, but since those are no longer a valid form of Currency, that is neither here nor there.
If Praetorium is an 18 minute Speed Run, and you get 100 Myth for completing it... then 2x Brayflox Speed Runs at 5 minutes each is actually a better investment for your time spent...
