I think you're misunderstanding SE's quote. They clearly state they won't get involved in majority vote kicks that have anything to do with viewing cutscenes. If you politely say you'll be viewing cutscenes and the majority of the party don't want to and you're kicked, that isn't reportable per their comment. I've never seen a party that didn't kick at the beginning for someone viewing a cutscene but instead did it half way through the dungeon. That doesn't really make sense. Even if they did, there's no disclosure in what you quoted that still makes it harassment to kick a player if the majority don't want to view cutscenes and one person does.

I personally don't do Prae or Castrum since you can get 2-3x the amount of myth doing bray runs, but SE's comment is really clear to me.
