You can justify a kick in that regard if you made a PF party and specified it was a speed run with no CS's. If the player agreed before to speed run and decided to watch the CS's anyways, that is justified also.
The context is that was a response from a report filed by someone who got kicked for watching cutscenes a couple months back. It's the exact context.
