Can anyone explain to me why I am unable to see certain levequests?

I have been using levequests as a way to level my crafting classes for quite some time. In 2.0, I've used levequests to finish off my leatherworker, carpenter, goldsmith, and alchemist. Culinarian was next, but when I reached level 15... one of the suggested leves I use "A Total Nut Job" was missing from the list. Confused by this, I used a different levequest to get to 20. Upon reaching level 20, another levequest "Feast of all Soles" was also missing. Here is a screenshot of the possible quests I can get at level 20:



I am level 20 with an average iLevel of 15 (just in case that was causing the issue). I've made sure I technically 'unlocked' culinarian by completing the opening quest on the off chance that was causing any problems. I've visited the turn-in NPCs to see if they are now offering the quests, but they are not. I've tried rezoning, relogging and even waiting until the next day (after daily resets). I've also tried picking up and completing available quests to see if there was a random element to it (like guildeleves). There doesn't appear to be. I've confirmed that this NPC *IS* supposed to give me the quest by having another culinarian try to pick it up. All three quests from both the 15 and 20 bracket were available for him.

Were these quests changed or am I experiencing a bug? I'm at a loss here considering I've used this method to level at least four other craft classes since 2.0...

Those quests require delivering your item to a zone outside the city, you need to unlock the leves at that zone first. You have to do so as a DoW/DoM.

Thank you for answering me. I'll try that. I only saw one other person with this issue, back on a forum in December, and no one answered them so I was worried.

As mentioned, you'll need to unlock levequests from the delivery locations by completing the obligatory trial leve. I believe you'll specifically need the following locations, in order of level progression (starting from lvl 20):

Quarymill (South Shroud)
Costa del Sol (Eastern La Noscea)
Observatorium (Coerthas)
Whitebrim (Coerthas)
Saint Coinach's Find (Mor Dhona)
