Changing action bars is extremely hard (and buggy)

If there is a thread on this, please direct me to it, as the forum search feature is not playing nice with me.

So, after the patch that added target mode options I've found it had become very hard to actually change action bars with the keyboard.

The only way I've discovered how to change bars with the keyboard is to use the arrow keys, which, is fine.. if it worked properly.

The arrow keys are also used for targeting, and depending on your target mode, they either select different targets or toggle through the different target options.

The only way to get around this is to target myself, which I worked around by pressing my attack skill. This was a reasonable workaround until that patch.

Now, the majority of the time when I try to change bars, it either does not listen whatosever (75% of the time when locked on a mob), or it randomly decides to ignore the fact I selected something on the bar and change my target mode, or do the same thing when engaged; nothing at all. I'm forced to hit escape and reselect a target, then hit a confirmation button. After that, I can change action bars again, until it bugs up in the next battle!

How does this function for controller users? I assume the controller uses the D-pad, which would be the equivalent of the arrow keys on the keyboard. If this extreme problem does not happen on controllers, then why is it happening on the keyboard? Can someone confirm this for me?

    Edit: Oh hey.

    That's half the problem explained.
